Report: 44% of Houston's population has past-due debts in collection

According to a report entitled Delinquent Debt in America by the Urban Institute, almost 44% of the population of Houston has collection accounts on their credit report. These are debts that have gone unpaid so long that they have been "charged off" by the original creditor and referred to debt collectors or sold to debt buyers.
