Yes. You can simply stop payments to the debt management program, notify them that you are no longer going to participate in the program, and contact a bankruptcy lawyer.

Quite a few of our clients here at our Houston bankruptcy law office have tried to repay their debts through a debt management program, and could not complete it for one reason or another. Not all creditors will participate in such a program, for one thing.

Or perhaps the consumer had some financial or personal emergencies that caused them to miss payments, and they were dropped from the program. Whatever the cause, there is no reason why you cannot file bankruptcy, if you are no longer able to complete a debt management program.
